Based on reports and documents we received, certain individuals by the name of Jose Luis Jolo Granados or Atty. JL Granados Ph.D, Jonathan G. Liscano, Willion Wang, Johnny Ngo, and Carmelo A G Malonjao or Alex Malonjao and certain companies, including, but not limited to, Engineering Constructive Solutions (ECS) and Strategic Planning Applied Management Konsult Inc., have been posing as the pre-contract consultants, or authorized representatives of Manila Goldcoast Development Corporation (MGDC) and, unfortunately, have issued letter instructions to, and entered into agreements with, certain entities in connection with MGDC’s Manila Solar City Project (Project).
We emphasize that MGDC does not, and shall never, solicit, request, or demand money from any interested contractor as precondition for possible participation in the Project. We reiterate that no such individuals or companies are affiliated or connected with, or engaged by MGDC, and that MGDC has not authorized any entity, including, but not limited to the foregoing individuals and companies, to enter into agreements with third parties, including service providers, material suppliers, and financial institutions. Any and all agreements entered into, with participation of the foregoing individuals and unauthorized representatives, shall not be honored and recognized by MGDC.
